The second edition of the textbook, Managing Public Money: Systems from the South, was launched at a function on the Muckleneuk Campus of UNISA on the evening of the 2nd of July 2009. Mr. Riaan Visser, Head of Research and Liaison at Southern Business School (SBS), was one of the co-authors of this textbook that is also used by students studying the subject Public Financial Management (PFM100 to 300) and Municipal Financial management at Southern Business School.
The first edition of this textbook was published by Heinemann in January 2002. This is the fourth textbook that Mr. Visser is the co-author of and in this case he was responsible for the newly revised chapter on managing municipal money. The second edition of this textbook became necessary because of the fact that some of the legislation, regulations and public financial management systems underwent significant changes over the past few years.

The launch of the book was sponsored by Heinemann Publishers and the Commercial Director of Heinemann, Mr. Mike Smuts, was the Master of Ceremony for the evening. During the event that was attended by numerous colleagues, friends and family of the authors, Prof. Koos Pauw, the editor of the book, emphasised in his speech the fact that the book is aimed specifically at line-managers or non-financial managers in the public sector and not so much at the financial practitioners that is suppose to be the specialist in this field, although it should also be of value to them. Ms. Ruth Kagia, Southern Africa Country Director of the World Bank, was the guest speaker. She highlighted in her speech the importance of such a textbook for the public sector and emphasise the importance of it as a manual and guide for students and practitioners working in the public sector. She also recommended that more emphasis should be placed on public financial management issues in Africa in the already envisaged third edition of the book to make it even more applicable for practitioners and academics of other African countries.
