The Legal Context of Higher Education in South Africa

In June 2009, the Minister of Education signed into effect the Higher Education Qualifications Framework (HEQF). The HEQF aims to determine the qualification types, characteristics and purposes of all higher education qualifications in South Africa. It replaces all higher education legislation and governs the entire education sector in South Africa. Southern Business School, as a registered Private Higher Education institution under the Higher Education Act, 1997, is subject to the provisions of the HEQF.
